Following our transition to a private equity-owned portfolio of shipyards, our organizational structure has evolved. While still vertically integrated, CMSD now operates within a distributed compliance ownership model, supporting additional business units of varying sizes and maturity levels. This growth necessitated a compliance structure that could retain centralized visibility and governance while scaling across an evolving enterprise with an emphasis on adaptability and efficiency.
The Challenge: Right-Sizing Compliance Without Losing Rigor
To support our continued growth and align compliance practices across the enterprise, CMSD launched the Core Element Consolidation Project in 2025, streamlining our compliance framework from 32 to 14 Core Elements. The intent was not to minimize control, but rather to:
Eliminate redundancy
Streamline administrative effort
Enhance functional alignment
Improve traceability across multiple business units
Each consolidated element was carefully mapped to preserve:
Historical documentation and system audit trails
Legal and regulatory alignment
Functional area ownership
The original Fraud Triangle risk assessment data, which captures behavioral risk factors such as rationalization, opportunity, and pressure
This consolidation enhanced our ability to monitor behavioral risk and maintain compliance consistency by providing greater insight into risk drivers across a more agile structure. CAMS proved to be the right platform at the right time by delivering real-time visibility to executive leadership while enabling business units to manage their risk areas directly, without duplicative burden.

The transition from a corporate-driven model to a distributed compliance architecture required a platform that could:

Delegate ownership to functional Core Element Managers across business units
Preserve historical performance and documentation

This has allowed the business units to:
Maintain the Fraud Triangle assessment for behavioral risk
Retain visibility into mitigation and control activities
Promote accountability without overwhelming smaller or newer business units
Align compliance with the realities of a more agile operating model
To support a phased rollout, CMSD served as the benchmark site, completing all Core Element risk assessments as planned. This provided a working model for adoption across other business units. MHI is now following suit and is progressing in alignment with the planned implementation timeline.
Early Results and Adoption
56% reduction in administrative burden by streamlining compliance responsibilities, consolidating overlapping elements, and simplifying cross-functional coordination
95% on time adoption by CMSD Core Element Managers during the benchmark phase; MHI Core Element Managers are on track to complete by the end of October.
Full alignment with MHI in Q4 2025 setting a precedent for future business units
Positive feedback from new Core Element Managers citing clarity, improved ownership, and effective system navigation without additional training
